Any CMS not following these principles can also be a good option, except they will be expensive to build and implement, and much more expensive to operate, maintain and support.
There are many options available in the market starting from basic to advanced CMS. If you find a good CMS which suits your needs and is easy to maintain, the running cost of a CMS will overpower the advantage you get from using the CMS.
